Thank you for your interest in becoming a special ranger with Texas and Southwestern Cattle Raisers Association (TSCRA).
TSCRA employs 30 professional law enforcement officers who are strategically positioned throughout Texas and Oklahoma to investigate agricultural theft. TSCRA special rangers are commissioned by the Texas Department of Public Safety and/or the Oklahoma State Bureau of Investigation.
In the rare instances when a position becomes available, applicants must meet these minimum requirements to be considered for an interview:
- U.S. citizen
- Excellent physical condition
- Outstanding record of at least five (5) years of active law enforcement experience, including criminal investigative experience
- NOTE: Military police experience does not count toward the five (5) years of required experience
- Hold an active peace officers license
- Meet the approval of Texas Department of Public Safety and/or Oklahoma State Bureau of Investigation
- Current in all mandated training required by respective state licensing agency
- Extensive background in the livestock (cattle) industry
- Pass a thorough and comprehensive background investigation
- Pass a polygraph and psychological evaluation
- No criminal history of (and not limited to) felony criminal convictions, family violence, DWI or DUI convictions
- Of good moral character and habits
- Good driving record
- Possess a valid Texas driver’s license free of any restrictions that would compromise the applicant’s ability to perform duties
Fort Worth Headquarters
The TSCRA Executive Director of Law Enforcement has the overall responsibility of leading and managing the TSCRA law enforcement department and market inspection program. This includes supervision of all law enforcement and market inspection staff, regulatory compliance, development and administration of all related policies and budgets, and strategic external partnerships. This position has the authority to exercise discretion and independent judgment in fulfilling these responsibilities.
Essential Job Functions:
- Develop, implement, and maintain a strategic plan and internal operating policy for the law enforcement department and market inspection program.
- Supervise all special rangers, market inspectors, and related staff.
- Develop and manage annual budgets and ensure financial accountability for the law enforcement department and market inspection program.
- Ensure that special rangers comply with all Texas Department of Public Safety (DPS) and Oklahoma State Bureau of Investigation (OSBI) guidelines, rules and regulations regarding their commissions.
- Serve as the primary contact for DPS, OSBI, and other federal, state and local law enforcement and market inspection agencies.
- Oversee recruitment, hiring and evaluations of special rangers, market inspectors, and related staff.
- Ensure that all special rangers are properly and continuously trained and meet all Texas and Oklahoma training requirements, including those for emergency response.
- Ensure that all market inspectors are properly and continuously trained.
- Serve as the primary TSCRA contact for federal, state, and local emergency response efforts.
- Lead, supervise and report on all major and high-profile investigations.
- Manage information gathering on all subpoenas received related to the law enforcement department.
- Provide leadership and direction to the special rangers, market inspectors, and related staff, ensuring motivation and effective performance.
- Proactively promote positive working relationships with auction markets and federal, state, and local law enforcement agencies.
- Assist with facilitating open communication and positive working relationship between special rangers and TSCRA leadership and staff.
Additional Job Functions:
Public Relations
- Review all information submitted for press releases involving the law enforcement department.
- Provide media interviews as requested.
- Testify before federal and state government officials as requested.
Membership and Events
- Coordinate with the TSCRA membership department to develop, implement, and measure ways for special rangers to recruit new TSCRA members.
- Coordinate with the membership department for special rangers to contact lapsed and dropped members (provided by membership department) on a monthly basis and submit report to membership department with results.
- Assist with and attend TSCRA events and TSCRA sponsored events.
- Promote regular check-ins between the special rangers and TSCRA leadership in each special ranger district.
Other Duties
- Fulfill other duties as assigned by the Executive Vice President/CEO.
Requirements
- Qualify to obtain a law enforcement license in Texas and Oklahoma.
- Must qualify to obtain a law enforcement commission through DPS and OSBI.
- Successfully pass a thorough background investigation, including a criminal history check, employment history verification, personal and professional references, and education and training.
- Must be able to travel extensively.
- Must be able to work during normal workdays/weeks and evenings and weekends as needed.
- Must be based in TSCRA headquarters office in Fort Worth, Texas.
Qualifications / Specifics
- Four-year degree from an accredited university is preferred.
- Minimum of ten (10) years active law enforcement experience including conducting and filing felony criminal investigations for prosecution.
- Previous experience in a senior law enforcement management role is preferred.
- Strong understanding of law enforcement procedures and policies.
- Knowledge of the Texas Code of Criminal Procedure, Texas Penal Code, Texas Administrative Code, Texas Agriculture Code, and other applicable statutes, codes, and regulations.
- Experience working with landowners and livestock producers.
- Exceptional leadership, communication, writing, and organizational skills.
- Experience working with commonly used computer hardware and software.
- Ability to deal with difficult situations in a calm and diplomatic manner.

The Director of Development is primarily responsible for leading the fundraising efforts of Texas & Southwestern Cattle Raisers Association’s charitable entities. This position collaborates with TSCRA Special Ranger Foundation and TSCRA Leadership Development Foundation to steward donors, implement fundraising plans and manage the full lifecycle of grants.
Essential Job Functions:
- Research and identify new donors and actively diversify the organization’s donor base across corporations, individuals, and foundations in line with goals and objectives of TSCRA.
- Plan, direct, and coordinate TSCRA member fundraising activities such as giving campaigns, silent or live auctions and fundraising appeals.
- Write and prepare compelling grant proposals that build a case for donor support of TSCRA programs and entities.
- Manage the full lifecycle of successful grants, including the internal tracking of program deliverables, reporting deadlines, and coordination with other departments to submit timely reports.
- Meticulously maintain CRM database (SalesForce) logging donor, prospect, and fundraising activity information.
- Steward relationships with donors through ongoing correspondence, meetings, and events.
Additional Job Functions:
- Collaborate with various departments to annually develop a fundraising plan, ensuring transparency, collaboration and understanding across staff.
- Work in conjunction with sponsorship and sales staff to implement coordinated solicitations.
- Regularly assess fundraising progress, identifying areas of growth and strategies to improve.
- Prepare and distribute internal reports to track fundraising performance and fundraising goals.
- Stay informed of fundraising and industry trends that can support and influence TSCRA fundraising efforts.
- Support the development of fundraising materials and resources including brochures, presentations, and fundraising appeals.

Austin Headquarters
The Director of Political Strategy and PAC Operations will oversee the daily operations and strategic management of a state and federal Political Action Committee (PAC) for the association. This individual will play a vital role in ensuring compliance with all applicable laws, managing PAC contributions and endorsements, leading fundraising efforts, and organizing events. The PAC Director will also work closely with the PAC Board of Trustees, association leadership, association government relations staff and association members to maximize the PAC’s impact and engagement.
Essential Job Functions:
- PAC Management: Administer and manage the operations of the state and federal PAC, ensuring alignment with association’s goals.
- Board Support: Prepare documents, reports, and informational materials for PAC Board of Trustees meetings, and provide updates on activities, contributions, and financial status.
- Fundraising Leadership: Develop and lead PAC fundraising strategies and campaigns, engaging association members and other stakeholders to meet fundraising goals.
- Compliance Oversight: Ensure strict compliance with state and federal laws and regulations governing PAC operations, including timely filing of reports and disclosures.
Additional Job Functions:
- Donor Tracking: Track and report PAC donations from association members, ensuring accurate records and timely communication with donors.
- Candidate Contributions: Monitor and report on endorsements and contributions made by the PAC to candidates, maintaining transparency and compliance.
- Event Coordination: Schedule, organize, and execute PAC events, including fundraising activities and the delivery of PAC contributions to candidates.
- Stakeholder Engagement: Serve as the primary point of contact for PAC-related inquiries, building and maintaining relationships with association members, candidates and other stakeholders.

Qualifications / Specifics

- 3+ years of experience in PAC management, political fundraising, government relations, or a related role.
- Strong knowledge of state and federal laws governing PACs and campaign finance.
- Proven track record in organizing and executing successful fundraising campaigns and events.
- Exceptional organizational, communication, and interpersonal skills.
- Ability to manage multiple tasks and meet deadlines in a fast-paced environment.
- Proficiency in tracking and reporting systems and tools related to campaign finance and PAC contributions.
- Knowledge of Texas politics and policy is a strong plus.
