With population growth in Collin and adjoining counties booming and demand for water on the rise, Rep. Sam Johnson has submitted a first-of-its-kind bill to Congress that would exempt a proposed Fannin County reservoir from federal oversight for construction and operation. His proposed North Texas Reservoir Approval Act would exempt the Lower Bois d’Arc Creek project from the Clean Water Act, “essentially bypassing the EPA and allowing construction of this vital reservoir to proceed immediately,” Johnson said.
