TSCRA Govt Affairs Roundup: High-speed rail, well test regs

This week TSCRA government affairs staff completed a statement that will be submitted by Texans Against High-Speed Rail to the U.S. Surface Transportation Board (STB). The statement raises significant concerns with STB reevaluating the case for Texas Central Rail to use eminent domain to acquire the land it wants for the project. TSCRA also submitted comments this week to the Texas Railroad Commission (RRC). They have proposed a rule change that would eliminate an annual well test that would in turn eliminate one of the few sources of production information that triggers when a well is inactive for surface clean up requirements. That annual well test is also only source of information on the amount of water a well is producing. TSCRA is opposing the change due to its negative impact on landowners.
