February 2017 La Niña Update: NOAA says it's over. Now what?

The National Oceanic and Atmospheric Agency (NOAA) updated their assessment of the La Niña situation, and reports the atmosphere and ocean are demonstrating that it’s returned to ENSO-neutral, putting an end to the mild La Niña of 2016-17.
