To better cope with a possible lack of water in the future, the Texas Legislature is poised to order a state agency to examine what would be needed to create a statewide water grid and a market on which it would be traded. Creating any such market would be a long process that would require a fundamental overhaul of the way water is governed, one of the legislative leaders of the project said last week.
