TSCRA News Release: Texas Man Arrested for Third Degree Theft of Livestock

Coleman, Texas – A Texas man was arrested Saturday and charged with third degree felony theft of livestock in Hood County, Texas. Texas and Southwestern Cattle Raisers Association (TSCRA) Special Ranger Joe Roberts led the investigation.  
According to Roberts, the suspect William Lloyd Dulaney, 48, of Tolar, Texas, was indicted on Wednesday by the Coleman County Grand Jury, overseen by District Attorney Heath Hemphill. Roberts said Dulaney had leased 13 head of roping steers from the victim in April 2010, and Dulaney continuously promised to pay the victim for the steers. The victim contacted Roberts in June 2014 after failing to receive payment or the return of the steers from Dulaney.  
Roberts said TSCRA Special Ranger Wayne Goodman arrested Dulaney in Hood County where he was placed in the Hood County Jail on a $10,000 bond. Roberts was unable to retrieve the 13 head of steers.  
“I appreciate Special Ranger Wayne Goodman and District Attorney Heath Hemphill for their assistance in this investigation,” said Roberts. “It is important for ranchers to reach out to TSCRA Special Rangers and their local officials when they need assistance. We will always do our best to deter crime and seek justice.” 
TSCRA would like to thank the Coleman County District Attorney’s office for their assistance in this investigation.

TSCRA has 30 special rangers stationed strategically throughout Texas and Oklahoma who have in-depth knowledge of the cattle industry and are trained in all facets of law enforcement. All are commissioned as Special Rangers by the Texas Department of Public Safety and/or the Oklahoma State Bureau of Investigation.

 

TSCRA is a 137-year-old trade association and is the largest and oldest livestock organization based in Texas. TSCRA has more than 16,000 beef cattle operations, ranching families and businesses as members. These members represent approximately 50,000 individuals directly involved in ranching and beef production who manage 4 million head of cattle on 76 million acres of range and pasture land primarily in Texas and Oklahoma, but throughout the Southwest.
